Annapolis Way mobility improvements nearing completion in Prince William County

Prince William County is approaching the completion of the Annapolis Way/North Woodbridge Mobility Improvements Project. This infrastructure project aims to enhance connectivity and access in North Woodbridge.

The project, expected to be completed in the coming weeks, will enable residents to travel along Annapolis Way between Gordon Boulevard (Route 123) and Richmond Highway (Route 1). The initiative supports long-term economic development goals for the area.

The $9.5 million project includes a 0.28-mile, two-lane roadway connecting Annapolis Way to Marina Way, along with pedestrian and bicycle facilities. It was funded by $8 million from Northern Virginia Transportation Authority (NVTA) funds and $1.5 million from recordation tax and proffer contributions. Rinker Design Associates, PC designed the project, which was constructed by the Prince William County Department of Public Works.

“This road’s a little special… it was a collaboration between the developer, Prince William Department of Transportation and Prince William’s Department of Public Works to make this all come together,” said Rick Canizales, Director of the Prince William County Department of Transportation. “We didn’t need a contractor… we were able to use our own forces, and we were able to work with our local development partners around the area.”

Pam Montgomery, Chief of Staff for Woodbridge District Supervisor Margaret Angela Franklin, conveyed Franklin’s pride in the project: “She [Supervisor Franklin] is very proud of this project and what it means for North Woodbridge. As you can see, this is a growing and developing area, and it is vital to fulfilling the mission of the North Woodbridge small area plan.”

County Executive Chris Shorter highlighted how the project advances a multimodal community vision: “We know that this is more than just pavement and sidewalks. Ultimately, we are… creating a multi-modal transportation option,” Shorter said.

Monica Backmon from NVTA noted its regional significance: “This project for us, for the region, is regionally significant because it not only helps this North Woodbridge area but provides connectivity to surrounding areas.”

Mark Rinaldi from The Bush Companies reflected on their involvement since the mid-1990s: “I think the public private partnership collaboration was tremendous,” he said.

Luke Hisghman from Public Works expressed gratitude towards Transportation for their partnership: “Thank you to Rick for having confidence in Public Works.”

Neabsco District Supervisor Victor Angry acknowledged everyone’s efforts: “I love this part because it is ribbon cutting on events that take years to really pull off,” Angry said.

The Annapolis Way/North Woodbridge project aligns with goals set out in 2019’s North Woodbridge Small Area Plan while enhancing access across Occoquan Harbour Marina amidst ongoing revitalization efforts throughout its corridor.
