Attorney General Jason Miyares has announced the launch of Phase 2 of Operation Robocall Roundup, a continued effort to address illegal robocalls in the United States. This phase focuses on four major voice providers—Inteliquent, Bandwidth, Lumen, and Peerless—directing them to stop transmitting suspected illegal robocalls across their networks.
This initiative is part of the Anti-Robocall Litigation Task Force, a bipartisan group of 51 attorneys general formed in 2022. The task force investigates and takes legal action against telecom companies that route large volumes of illegal and fraudulent robocall traffic within the country.
Earlier this year, Attorney General Miyares sent warning letters to 37 smaller voice providers believed to be enabling illegal robocalls onto U.S. telephone networks. The current phase targets larger companies with significant roles in the telecommunications sector.
According to data referenced by Miyares’ office, these companies have received numerous traceback notices since 2019. A traceback notice serves as an official alert from industry investigators indicating that a company transmitted calls tied to suspected illegal robocall campaigns. The data also estimates major scam categories—including those impersonating Amazon, Apple, Social Security, or IRS—that have moved through each company’s network.
“As larger providers, these companies have a heightened responsibility to decline call traffic from known and repeat bad actors,” said Attorney General Miyares. “Despite extensive industry traceback notices and years of documented warnings, these four providers continue to route suspected illegal robocalls onto the network and into American homes.”
Phase 1 of Operation Robocall Roundup targeted smaller providers earlier this year and resulted in measurable changes following the issuance of warning letters.
