Ian Lovejoy, a member of the Virginia House of Delegates, said that attempts to eliminate local police forces undermine essential public safety and community trust.

“Purcellville tried to eliminate its police department altogether. That’s insane,” said Ian Travis Lovejoy, Virginia State Representative for 22nd District (R). “Public safety is vital, and Virginians deserve better than whatever it is those local officials thought they were doing.”

In April 2025, the Purcellville Town Council in Virginia proposed eliminating its local police department to reduce municipal costs. The proposal suggested that the Loudoun County Sheriff’s Office assume law enforcement duties. According to WJLA News, this measure was intended to offset high residential water bills but faced intense public backlash during a packed council meeting. Ultimately, the council decided to maintain the department for at least another year while continuing to explore financial solutions.

Virginia’s smaller municipalities often encounter difficulties in maintaining full police staffing levels. A report by the University of Virginia indicates that statewide averages show one sworn officer per 440 residents. These averages conceal significant disparities between rural and urban areas, where budget constraints can limit staffing and resources for law enforcement. This uneven distribution affects local capacity to provide consistent public safety services.

Between 1972 and 2017, over 500 towns and cities in the U.S. disbanded their police departments, typically transferring duties to county sheriffs. Research by Rice University suggests these decisions rarely led to higher crime rates but often resulted in diminished community engagement and fewer locally controlled accountability mechanisms. The findings indicate mixed outcomes for safety and civic trust following police department closures.

Lovejoy, a Republican representing Virginia’s 22nd House District since 2024, previously served two terms on the Manassas City Council. According to the Virginia Public Access Project and the City of Manassas, he is also the founder of Reliant Hiring Solutions and has focused his legislative efforts on public safety, workforce development, and education. His political platform emphasizes community-based approaches to law enforcement and economic opportunity.
