The Department of Development Services has updated its Shell Building Process, expanding the policy and procedures to include Footing and Foundation Permits. This change is intended to simplify the process for obtaining partial permits for the construction of new commercial shell buildings.

Director Mandi Spina of the Department of Development Services noted, “We believe this latest improvement to the Shell Building Process will not only enhance productivity but also foster a better experience for all involved in the construction process.” She added, “By empowering our customers, we are increasing our support to Prince William County business owners.”

The expansion of the permitting policy is designed to improve construction workflows while maintaining compliance with the Virginia Uniform Statewide Building Code (VUSBC). The Virginia Construction Code allows the Building Official to authorize permits for foundations and other structural elements before full construction documentation is submitted. Contractors, after fulfilling the necessary code requirements and information statements, can commence work with the understanding that they assume certain risks, which can lead to swifter project progress.
