Prince William County appoints Dr. Alicia Hart as deputy county executive

Following a national search, Dr. Alicia Hart has been appointed Deputy County Executive for Government Operations, Performance and Innovation in Prince William County. Her appointment was made by County Executive Chris Shorter and approved by the Board of County Supervisors. Dr. Hart will assume her new responsibilities on November 10, 2025.

In this position, Dr. Hart will oversee several county departments and offices, including Facilities and Fleet Management, Human Resources, Information Technology, Strategic Planning, Performance Management, and Procurement Services. She will be part of the county’s executive leadership team focused on operational excellence and performance improvement initiatives that support the county’s strategic goals related to innovation, transparency, and resident-centered service delivery.

Dr. Hart brings over two decades of experience in public administration. She has led complex organizations in operations management, facilities oversight, and financial administration. Most recently serving as Chief Operating Officer for Alexandria City Public Schools, she managed operational functions such as transportation, safety, capital programs, maintenance, and oversaw a ten-year $500 million Capital Improvement Plan. Her previous roles include Executive Director of Facilities and Operations and Director of Educational Facilities at Alexandria City Public Schools; Assistant Director of Public Works for Prince William County; and senior positions with the Maryland National Capital Parks and Planning Commission.

“Dr. Hart brings an exceptional combination of operational expertise, strategic vision and a deep understanding of public service,” said Shorter. “Her experience leading large organizations through transformation and her commitment to innovation and equity will be invaluable as we continue to strengthen government operations and deliver on our promise of effective, resident-focused service.”

“I have a deep personal connection to this community,” said Hart. “I am a long-time resident of Prince William County and a parent of a student in the county’s public school system, and of course, worked for the county earlier in my career. I am thrilled to serve the community in which I live, and I look forward to starting this next step in my career.”

Dr. Hart holds a Doctor of Business Administration from Walden University as well as degrees from Strayer University (MBA) and Hampton University (BS in Business Management).
