Police Basic Recruit School Graduates Today

County of Prince William issued the following announcement on Dec. 18

The Prince William County Criminal Justice Academy Basic Law Enforcement 49th Session graduated on Friday, December 17, 2021, in a ceremony at Grace Life Community Church in Bristow (20136). This class was composed of 39 Prince William County Police officers and two Prince William County Sheriff’s deputies. 

The 41 men and women completed a 24-week course of training in all aspects of police work, including classes in firearms, use-of-force decision making, driver training, legal training, patrol techniques, criminal investigation and crash investigation. The graduating law enforcement personnel are listed below, and brief biographies of each graduate follow:

Biographies of Basic Recruit School Session 49 Graduates:

Abdul Amini is a graduate of Northern Virginia Community College in Annandale, with an associate degree in homeland security and criminal justice. He is fluent in Farsi. Officer Amini is assigned to work patrol in western Prince William County.

Megan E. Anderson attended Montgomery College in Rockville, Md., studying English, math, women’s studies, health and nutrition, and physical education. Officer Anderson is assigned to work patrol in central Prince William County.

Sandra M. Argueta Gonzalez is a graduate of ECPI University in Manassas, with a bachelor’s degree in criminal justice. She is fluent in Spanish. Officer Argueta Gonzalez is assigned to work patrol in western Prince William County.

Ronald A. Barone is a graduate of Westchester Community College in Valhalla, N.Y., with an associate degree criminal justice. Officer Barone is assigned to work patrol in central Prince William County.

Marcel S. Barrett is a graduate of the University of Mary Washington in Fredericksburg, Va., with a bachelor’s degree in communication. Officer Barrett is assigned to work patrol in western Prince William County.

Justin D. Benson is a graduate of Lincoln Technical Institute in Philadelphia with an associate degree in automotive management. Officer Benson is assigned to work patrol in eastern Prince William County.

Kevin A. Carranza Figueroa is a graduate of Purdue University Global in Lafayette, Ind., with an associate degree in criminal justice and criminology.  He is fluent in Spanish. Officer Carranza Figueroa is assigned to work patrol in eastern Prince William County.

Sarah A. Dalton is a graduate of Longwood University in Farmville, Va., with a bachelor’s degree in criminal justice/criminology. She is fluent in German. Officer Dalton is assigned to work patrol in central Prince William County.

Kana L. Elder is a graduate of George Mason University in Fairfax, Va., with a bachelor’s degree in criminology with a concentration in homeland security. She is fluent in Japanese. Officer Elder is assigned to work patrol in central Prince William County.

Emmanuel L. Flores is a graduate of Osbourn Park High School in Manassas (PWC), Va. Officer Flores is assigned to work patrol in western Prince William County.

Tiffany V. Gomez Melendez is a graduate of James Madison University in Harrisonburg, Va., with a bachelor’s degree in crime and criminology. She is fluent in Spanish. Officer Gomez Melendez is assigned to work patrol in eastern Prince William County.

Cinthia M. Gomez is a graduate of Stratford Career Institute/PWC. She is fluent in Spanish. Deputy Gomez is assigned to the Prince William County Sheriff’s Office.

Emily L. Heim is a graduate of Belmont Abbey College in Belmont, N.C., with a bachelor’s degree in criminal justice. Officer Heim is assigned to work patrol in western Prince William County.

Yohan Jeong is a graduate of George Mason University in Fairfax, Va., with a bachelor’s degree in criminology, law and society. He served in the U.S. Marine Corps, attaining the rank of E-3, prior to joining the Department. He is fluent in Korean. Officer Jeong is assigned to work patrol in western Prince William County.

 Sean W. Jones attends Northern Virginia Community College in Woodbridge, where he is pursuing an associate degree in criminal justice. He served in the U.S. Marine Corps, attaining the rank of Corporal, prior to joining the Department. Officer Jones is assigned to work patrol in eastern Prince William County.

Christopher W. Kelly attends Northern Virginia Community College in Woodbridge, pursuing an associate degree in criminology and criminal justice. Officer Kelly is assigned to work patrol in central Prince William County.

Joseph C. Keyser is a graduate of New England College in Henniker, N.H., with a bachelor’s degree in kinesiology. Officer Keyser is assigned to work patrol in eastern Prince William County.

Nikita Kuznetsov is a graduate of the John Jay College of Criminal Justice in Manhattan, N.Y. He is fluent in Russian. Officer Kuznetsov is assigned to work patrol in central Prince William County.

Michael P. Lawlor is a graduate of Dutchess Community College in Poughkeepsie, N.Y., with an associate degree in criminal justice. Officer Lawlor is assigned to work patrol in eastern Prince William County.

Marjorie C. Loli Abad attended Colegio 6082 Los Proceres in Lima, Peru, where she studied accounting and paralegal studies. She is fluent in Spanish. Officer Loli Abad is assigned to work patrol in western Prince William County.

Rahim D. Mahmoud is a graduate of Rutgers University in New Brunswick, N.J., with a master’s degree in public health and a bachelor’s degree in business economics. He is fluent in Ewe. Officer Mahmoud is assigned to work patrol in eastern Prince William County.

Doel A. Malave is a graduate of the College of DuPage in Glen Ellyn, Ill., with an associate degree in fire science. He served in the U.S. Army prior to joining the Department, attaining the rank of E-5. Officer Ostergren is assigned to work patrol in western Prince William County.

Manuel E. Mendez Rey is a graduate of Easton Area High School in Pennsylvania. He served in the U.S. Marine Corps, attaining the rank of Sergeant, prior to joining the Department. He is fluent in Spanish. Officer Mendez Rey is assigned to work patrol in eastern Prince William County.

Miles J. Merwin is a graduate of Brigham Young University in Provo, Utah, with a bachelor’s degree political science. Officer Merwin is assigned to work patrol in eastern Prince William County.

 Anthony R. Miller is a graduate of Rutgers University in New Brunswick, N.J., with a bachelor’s degree in sports management. Additionally, he was the Class Guide of the 49th Session. Officer Miller is assigned to work patrol in western Prince William County.

Emeka E. Mkpume is a graduate of the University of Maryland in College Park, with a bachelor’s degree in laboratory management. He served in the U.S. Army prior to joining the Department, attaining the rank of Specialist. He is fluent in Igbo, Hausa, Yoruba and pidgin-English. Officer Mkpume is assigned to work patrol in eastern Prince William County.

Abigail J. Pollard is a graduate of George Mason University in Fairfax, Va., with a bachelor’s degree in community health and a minor in criminal justice. Officer Pollard is assigned to work patrol in western Prince William County.

Sean A. Rios is a graduate of the University of Arizona global campus in San Diego, Calif., with a bachelor’s degree in history. He served in the U.S. Army prior to joining the Department, attaining the rank of Sergeant. Officer Rios is assigned to work patrol in eastern Prince William County.

Ruth N. Rivas is a graduate of Liberty University in Lynchburg, Va., with a bachelor’s degree in criminal psychology. She is fluent in Spanish. Deputy Rivas is assigned to the Prince William County Sheriff’s Office.

Medhi Sabil is a graduate of University Hassan II in Casablanca, Morocco, where he studied French law. He speaks fluent French and Arabic. Officer Sabil is assigned to work patrol in western Prince William County.

Omer B. Sherjang is a graduate of Emmaus High School in Pennsylvania. He served in the U.S. Army prior to joining the Department, attaining the rank of Private First Class. Officer Sherjang is assigned to work patrol in central Prince William County.

Joshua M. Spiler is a graduate of The George Washington University in Washington, D.C., with a master’s degree in forensic science and a bachelor’s degree in high technology crime investigation. Additionally, he was the Class Vice President of the 49th Session. Officer Spiler is assigned to work patrol in western Prince William County.

Matthew C. Stemmler is a graduate of George Mason University in Fairfax, Va., with a master’s degree in exercise fitness and health promotion, and a bachelor’s degree in athletic training. He serves in the Army National Guard, where he holds the rank of Sergeant First Class. Additionally, he was the Class President of the 49th Session. Officer Stemmler is assigned to work patrol in central Prince William County.

 Jamie P. Thompson is a graduate of Colonial Forge High School in Stafford, Va. Officer Thompson is assigned to work patrol in central Prince William County.

Fernando Torres is a graduate of Houston Community College in Texas. He served in the U.S. Navy prior to joining the Department, attaining the rank of Petty Officer. He is fluent in Spanish. Officer Torres is assigned to work patrol in central Prince William County.

Brittany C. Turner is a graduate of Stonewall Jackson High School in Manassas (PWC). Officer Turner is assigned to work patrol in western Prince William County.

Yasmeen Vargas is a graduate of Stonewall Jackson High School in Manassas (PWC).  She is fluent in Spanish. Officer Vargas is assigned to work patrol in western Prince William County.

Alfredo J. Villasenor, Jr. attends The Pennsylvania State University in State College, where he is studying business administration. He is fluent in Spanish. Officer Villasenor is assigned to work patrol in central Prince William County.

Lauren K. Wicker is a graduate of Manhattanville College in Purchase, N.Y., with a bachelor’s degree in history and education. Officer Wicker is assigned to work patrol in central Prince William County.

Sierra A. Winbush is a graduate of Northern Virginia Community College in Woodbridge, with an associate degree in science. Officer Winbush is assigned to work patrol in eastern Prince William County.

Kevin H. Yi is a graduate of Virginia Polytechnic Institute and State College (Virginia Tech) in Blacksburg, with a bachelor’s degree in psychology. Officer Yi is assigned to work patrol in eastern Prince William County.
