Governor Glenn Youngkin has issued Executive Order 55, which brings back the Presidential Fitness Test in Virginia’s public schools. The order aims to strengthen student health, character development, and academic performance by restoring a national benchmark for physical fitness.
Governor Youngkin stated, “By reinstating the Presidential Fitness Test, we’re renewing a proud national tradition that honors the connection between physical wellness and civic readiness. When we talk about the future success of the Commonwealth, what we’re really talking about is the health and success of Virginia’s students today. Preparing students for the future requires more than exemplary in-class instruction; we’re helping young people cultivate strength, accountability, and personal responsibility.”
Secretary of Education Aimee R. Guidera commented on the importance of whole-child wellness: “Research continues to show us that building vibrant, healthy learning environments is not just about what happens in the classroom; it’s also about helping students build healthy lifestyles. Students have benefitted from a focus on whole-child wellness, and the Presidential Fitness Test plays a valuable role in this.”
The executive order instructs the Virginia Department of Education (VDOE) to work with local school divisions to reestablish the program. It also calls for a review of current fitness assessments to ensure they align with Virginia’s 2022 Physical Education Standards of Learning and upcoming federal guidance under Executive Order 14327. Additionally, EO 55 creates a Task Force to help develop implementation plans and resources once federal guidelines are released.
Secretary of Health and Human Resources Janet V. Kelly added, “Moving our bodies is a key component of physical, mental and emotional health and leads to better academic outcomes. This Executive Order is a common-sense next step after Governor Youngkin’s bold decision to remove cell phones from classrooms and will ensure further success for Virginia’s students.”
The administration emphasizes that standards-based physical education helps students learn collaboration, teamwork, leadership skills, goal-setting, and responsible decision-making. Research shows that regular physical activity can improve focus and engagement among students.
The Presidential Fitness Test was first introduced by President Dwight D. Eisenhower in 1956 and formally established in schools under President Lyndon B. Johnson in 1966. It has since been recognized as an important measure in youth physical education across the country.
